The State Affairs Committee considered SENATE BILL NO. 130 "An                                                                  
Act relating to a vote of the people before a broad-based individual                                                            
income tax or statewide sales tax takes effect" and recommended it be                                                           
replaced with                                                                                                                   
                                                                                                                                
              CS FOR SENATE BILL NO. 130(STA) "An Act requiring                                                                
           advisory votes on legislative enactment of an individual
